aws help is a real subcommand (aws help, aws <command> help). Add it to the top-level spec so it is suggested like the other service subcommands.

What
Adds the top-level
helpsubcommand to theawsspec, soaws helpcompletes like the other subcommands (issue #1986).aws help(andaws <command> help) are real, documented invocations of the AWS CLI v2; the spec currently offers no completion for them.Scope note
This PR adds the top-level
helpentry only. The per-service lazy-loaded specs (aws/<service>) would each need the same entry foraws <service> help; that is a mechanical follow-up across ~300 files that did not seem worth bundling here.Fixes #1986
Validation
npx eslint src/aws.tsandnpx prettier --checkpass.tsc --noEmitreports no errors insrc/aws.ts(pre-existing errors in unrelated specs only).
