This is a tiny PR that allows us to rerun release-please via a workflow dispatch trigger. And please ignore the fact that my branch is spelled "displatch" 😆

What:

adding a small trigger to allow us flexibility in updating the change log

I updated #476 following this discussion - #483 (comment) in hopes that we can make this next release a breaking change // major release.

Tbh, i tend to just rerun the last execution on main, when i need to. 🤷‍♂️ e.g. https://github.com/all-contributors/cli/actions/runs/39851864940

I tried that!! :) i do see it updated the release notes but not the bump version. i wondered if a clean run might be the fix.

ok life it good. the empty commit fixed things!! it's nice to have a workflow dispatch so this can stay open but i think i learned a lot here about how release please works!! and we will have to note in the future that breaking changes need an ! in the prefix of the commit
